It is not clear who first explored the future area of Carroll County, but the first record of anyone being in the area was a land title issued in November 1749 to James Wood in what would later be the town known as Woodlawn. Wood, however, was a speculator and never actually lived in the county. Permanent settlement came to this part of Virginia around the 1760s when roads were developed through the region. A steady influx of new settlers began in the 1770s and flourished in the 1790s. Most were self-sufficient farmers. Farming remained the primary source of income and food for most residents for over a century; by 1910, Carroll was one of just five counties in Virginia made up of 95% farms. The number of farms decreased gradually over the next 70 years. By the 1980s, manufacturing, retail and government had become the largest employers in the county.
